The Independent Oversight and Advisory Committee (IOAC)2 for the WHO Health Emergencies (WHE) Programme was created to provide independent scrutiny of the implementation of the WHO reforms that followed the West Africa Ebola outbreak, and of WHO’s ongoing management of health emergencies.
